Gen 1:16 And God made two great lights; the greater light to rule the day (SUN), and the lesser light to rule the night (MOON) : he made the stars also. And God set them in the firmament of the heaven to give light upon the earth, And to rule over the day and over the night, and to divide the light from the darkness: and God saw that it was good.

In talking about the heavens, we are talking about the elements in the heavens such as the sun, the moon and the stars.

How is this dominion exercised We are to seek God only at all time, but with congnisance of the heavenly bodies Amos 5v8-9 i.e seek the Lord alone especially in the Special times (Kairos) of the new moons & special days; your Birthday, wedding anniversary, End of year, Equinoxes, Solstices, New Moons, Eclipse, Amo 5:8 Seek him that maketh the seven stars and Orion, and turneth the shadow of death into the morning, and maketh the day dark with night: that calleth for the waters of the sea, and poureth them out upon the face of the earth: The LORD is his name: .
